The Youth for Participatory and Localized Action in Neighborhoods (Y-PLAN) curriculum is a 10-module learning journey designed to equip young people with the knowledge, tools, and confidence to actively shape the neighborhoods and cities they live in.
At its core, Y-PLAN reimagines urban development as a collaborative and participatory process, where citizens are not passive recipients of planning decisions but active co-designers of their environments.
Through a combination of urban theory, participatory methodologies, digital tools, field-based learning, and civic innovation, participants are guided from understanding how cities work to actively intervening in them through co-created, community-driven solutions.
The curriculum is designed as a blended, experiential learning programme that combines theoretical knowledge with hands-on practice and real-world application. It is based on the following learning principles:
Participants explore foundational concepts in urban planning, participation, and inclusion while critically reflecting on how cities function and who is represented in decision-making.
Participants learn how to apply participatory tools, digital mapping, community engagement methods, and urban analysis techniques to real-life contexts and neighborhood challenges.
Participants are equipped and encouraged to develop practical urban solutions, prototypes, or advocacy initiatives that respond to local needs and contribute to systemic change.
Y-PLAN is designed for:
No prior technical or urban planning experience is required — only curiosity, openness, and a willingness to engage with real-world urban challenges.
To get the most out of the Y-PLAN curriculum, participants are encouraged to approach the learning journey with curiosity, openness, and a willingness to actively engage with their local environment and communities. We encourage learners to:
Y-PLAN is designed as a participatory learning experience — there are no "perfect answers." The curriculum values critical thinking, collaboration, experimentation, and community engagement.
The certification process is designed not only to recognise participation, but also to reflect meaningful engagement and learning development across the programme. Through this approach, Y-PLAN ensures that participants do not only complete a course, but progressively build the skills, confidence, and mindset needed to take action in their own neighborhoods and communities.
Facilitators play an important role in creating inclusive, participatory, and reflective learning environments throughout the Y-PLAN journey. Facilitators are encouraged to:
The curriculum is intended to be dynamic and adaptable. Facilitators are encouraged to build on participants' experiences, local knowledge, and emerging ideas throughout the learning process.
The Y-PLAN curriculum is structured across 10 modules, each designed to build knowledge, skills, and confidence progressively. Explore the modules below to learn more about what each module covers.
